2011-2012 Program Review Data Definitions
The following paragraphs describe the data reported for program review. For all of the following measures except for awards and SLOAC percentages, data are only reported for Fall and Spring semesters, not Summer and Winter terms.
FTES
FTES stands for Full-Time Equivalent Students. California community colleges receive state apportionment funding according to the number of FTES reported. One FTES is equal to 525 contact hours (15 hours per week for 35 weeks across an academic year). One student enrolled in a 3-unit course meeting 3 hours per week for 16.5 weeks would generate 3 x 16.5 / 525 = 0.09 FTES. If there were 30 students in this class at census, the class would generate 30 x 0.09 = 2.8 FTES. The FTES number in the program review data is the total FTES summed across all class sections in the program.
The college receives a different funding rate from the state depending on the type of course. There are three types of courses: credit, regular noncredit, and CDCP (Career Development and College Preparation) noncredit. The college receives $4,565 per credit FTES, $2,745 per regular noncredit FTES, and $3,232 per noncredit CDCP FTES. Most of GCCs noncredit courses are in the CDCP category.
Census Enrollments
Census enrollments show the total number of enrollments at census date across all sections of the programs courses. Census enrollment is highly correlated with FTES because both are based on student enrollments; however, the number of census enrollments is not affected by the number of hours the course is offered per week, which does affect FTES.
Noncredit courses do not have census enrollments because they are based on collecting positive attendance (or actual hours of attendance) across the entire term rather than enrollments on a specific census date.
FTEF
FTEF stands for Full-Time Equivalent Faculty. If a full-time faculty member teaches 100% of his or her load, that would count as 1.0 FTEF in the semester. If the faculty member taught 100% of load in both Fall and Spring, that would count as 2.0 FTEF in the program review data because it is counted annually. If an adjunct faculty member taught 20% of a full-time load (for example, 3 hours in a discipline with a 15-hour full-time load), then that would count as 0.20 for the semester. The FTEF reported in the program review data is the total FTEF summed across all course offerings in the program for Fall and Spring.
Note that different disciplines have different full-time loads. Many disciplines have full-time loads of 15 hours, but the load for English composition is 14 hours and many disciplines have higher loads (for example, many CTE areas have loads of 21 hours). Loads by discipline are available in the Guild contract. Additionally, the percentage of load represented by a class depends on the number of hours the class is taught, not the number of units awarded for the course.
WSCH / FTEF
WSCH per FTEF is the number of Weekly Student Contact Hours divided by FTEF. Weekly Student Contact Hours can be calculated from FTES by multiplying FTES by 525 and then dividing by 16.5 weeks. (WSCH can be calculated for any class, even if it uses an accounting method other than weekly, such as daily or positive attendance). WSCH per FTEF is a measure of efficiency, and is sometimes called efficiency at some colleges. A high WSCH per FTEF indicates a large number of enrollments per faculty member, while a low WSCH per FTEF indicates a small number of enrollments per faculty member. The state target for WSCH per FTEF is 525; GCCs overall WSCH per FTEF number is generally well above 525.
Full-Time Faculty Percent
Full-Time Faculty Percent is the percent of overall FTEF that is associated with full-time faculty members. It is calculated by dividing the FTEF associated with full-time faculty members by total FTEF (FTEF associated with full-time faculty members plus FTEF associated with adjunct faculty members). A high full-time faculty percent indicates that many classes are taught by full-time faculty members, while a low full-time faculty percent indicates that few classes are taught by full-time faculty members.
Fill Rate
Fill Rate is a measure of how full classes are at census date. It is calculated by dividing census enrollment by class capacity. A fill rate of 100% means that all classes are exactly full. A fill rate over 100% means that enrollment is higher than capacity.
Success Rate
Success Rate is the percent of enrollments that result in a grade of A, B, C, Credit (before 2010-2011), or Pass (2010-2011 and after). Withdrawals are counted in the denominator as non-successes.
Total Awards
Total awards are the total number of AA degrees, AS degrees, and certificates awarded during the academic year.
SLOAC
The SLOAC section of the program review data shows the number of courses taught during the academic year in the program as well as the percent of those courses with defined SLOs and the percent of those courses for which SLO assessments have been run at any time. These measures are based on SLOAC information submitted to the Research & Planning office.
